This article analyzes the formulation of the issue of transition to a new society in Uzbekistan on the eve of independence and during the initial years of independent development, as well as its historical, political, and social foundations. The study provides a scholarly examination of the essence of the former Soviet totalitarian system, the absolute dominance of the Communist Party over society and the state, the formation of the nomenklatura institution, and the negative consequences of imperialist policies for Uzbekistan’s development. In addition, the activities of public movements and political parties that emerged on the eve of independence are analyzed, along with the advantages of the evolutionary, legal, and sustainable path of development chosen by the leadership of Uzbekistan. The research findings substantiate the theoretical and practical significance of the development model of independent Uzbekistan.
