This article explores the challenge of developing students' oral discourse competence in foreign language instruction at the higher education level. It argues that discourse competence functions as an integrative component of communicative proficiency and goes beyond mere mastery of lexical and grammatical language elements. Through an analysis of international and domestic research, the article clarifies the component structure of discourse competence in the context of oral foreign language production. Special focus is given to the methodological foundations for cultivating oral discourse skills, drawing on communicative, discursive, and cognitive-communicative approaches. The article concludes by emphasizing the need for further development of practice-oriented methods to foster students' oral discourse competence.
