The article examines the spread of narcotic drugs and psychotropic substances, their social and legal consequences, as well as the historical and modern legal frameworks for combating them. Since ancient times, narcotic plants have been used for medical purposes, but during periods of socio-economic instability, their illegal use increased significantly. The analysis is based on international conventions since 1912 and the criminal legislation of the Uzbek SSR from 1926–1959, along with other regulatory acts governing drug control. The study also covers the formation and development of liability for crimes related to narcotic drugs, including measures against the illegal production and distribution of raw materials and narcotic substances. Special attention is given to understanding the social, psychological, and health risks associated with drug addiction, as well as the importance of scientific research and law enforcement measures in preventing this phenomenon.
