This article examines the history of establishing supervisory bodies of the Russian Empire in the Turkestan region. Specifically, it focuses on the structure and functions of the Turkestan District Guard Department of the Russian Empire in the late 19th - early 20th centuries. The study explores the historical and political context of the department's creation, its system of subordination, personnel composition, and operational activities. Special attention is given to the specific aspects of the Guard Department's functioning in the conditions of a national borderland with a multiethnic population and active cultural and political life. The article is of interest to historians of the Russian Empire, researchers of political police, colonial administration, and Central Asia.
