This article examines the procedural framework governing Production Sharing Agreements (PSAs) in the Republic of Uzbekistan along the sequence “investor access - negotiation of terms - signing - permitting - initial execution.” As a general rule, access to subsoil blocks is granted through competitive bidding, with narrowly defined avenues for direct negotiations in exceptional cases. Statutory time markers include a deadline to sign within one year after the tender result (or the Cabinet’s decision in a direct‐negotiation track), with a single possible extension of up to six months, and issuance of the subsoil-use permit within five working days after signing, for the term of the PSA. The institutional architecture comprises the State Commission for developing subsoil use conditions at the pre-contract stage, the Ministry of Energy as the authorized body together with its PSA Implementation Group for operational oversight, and a mandatory competitive procurement regime during performance. The analysis relies on doctrinal interpretation of the PSA Law No. 312-II, the Subsoil Law No. LRU-987, and subordinate acts of the Cabinet of Ministers that allocate powers, set deadlines, and codify control points across the PSA life cycle.
