This article examines the legal aspects of international cooperation in the field of cybersecurity. It analyzes key international agreements, such as the Budapest Convention, the new UN Convention on Countering Cybercrime, as well as documents from the Shanghai Cooperation Organization (SCO) and the Commonwealth of Independent States (CIS). The role of international organizations (UN, Interpol, Europol, OSCE, SCO) in coordinating state efforts to ensure cybersecurity is explored. Particular attention is given to existing legal cooperation mechanisms—mutual legal assistance, extradition, exchange of electronic evidence, and confidence-building measures. The article highlights problems such as the lack of universal standards, jurisdictional conflicts, ideological disagreements, and the complexity of attributing cyberattacks. Examples of successful bilateral and multilateral cooperation are discussed. The participation of Russia, CIS countries, and Uzbekistan in international cyber initiatives is emphasized. The conclusion calls for the development of a balanced global legal framework that combines effective cooperation with the protection of state sovereignty.
