In this article, the author describes the concept and essence of operational insertion as an operational-search measure, and analyzes the opinions expressed by national and foreign scholars on this operational-search measure. Additionally, the author proposes to develop and incorporate into legislation an original definition of the operational-search measure of operational insertion.
