This article analyzes the existing problems in the legal regulation of fire prevention issues in the context of general and specific prevention of criminal offenses in the field of violation of safety rules. Based on a review analysis of statistical data from the Ministry of Emergency Situations, the Committee on Legal Statistics and Special Accounts of the Prosecutor General's Office of the Republic of Kazakhstan, content analysis of print and electronic media, the author focuses on the characteristic trends in the development of the relevant type of crime (dynamics, public danger), the practice of applying criminal legislation, the development and improvement of criminological and criminal policy based on a risk-based approach. At the same time, the main emphasis is placed on two aspects. The probability of fires remains high due to the insufficiency of measures taken to prevent and predict them, and the human factor plays a significant role in the structure of the causal factor complex.
