The article discusses the processes of development and irrigation of virgin lands in Central Fergana based on primary sources. The formation of districts and state farms in these territories is described in the context of the policy of the cotton monopoly of the Soviet government and the increase in cotton supplies to the central part of the country, as well as their negative consequences. In addition, a chronology is established for the allocation of capital funds from the state budget and indivisible collective farm funds for the development of new lands in the valley.
