This article examines the characteristics of financially independent higher educationinstitutions as competitive actors within the higher education system. The theoretical foundationsof financial autonomy, global trends, and international experience are analyzed. Special attentionis given to the specific features of higher education reforms in the Republic of Uzbekistan aimedat expanding financial independence. The study concludes that financial autonomy enhancescompetitiveness, management efficiency, and the quality of educational services
