Annotatsiya

The article examines ways to improve the organizational and economic mechanisms of the digital transformation of higher education institutions. An analysis of 2023–2025 shows that communication and information services doubled (from 39.7 to 79.5 trillion soums), ICT services exports grew 2.06 times (to USD 1.1 billion) and exports of computer programming services 3.2 times, increasing the economy’s demand for graduates’ digital competencies. In higher education, 39.4–47.0% of students study by correspondence, the mode most dependent on digital learning platforms. It is found that university digitalization is carried out mainly as the introduction of separate information systems without an integrated mechanism of governance, financing and performance assessment. An organizational and economic mechanism for university digital transformation, a model of digital maturity levels and a system of key performance indicators are proposed.
