Annotatsiya

Using self-directed learning as a case study, this article examines the shift from subordinate legislation to statutory regulation in education. It compares regulatory approaches across different areas, identifies issues increasingly governed by statutory provisions and those still regulated by subordinate legislation, and proposes measures to strengthen statutory regulation.
