The impact of Law No. ZRU-1065 of the Republic of Uzbekistan, dated May 19, 2025, on Article 135 of the Criminal Code was analyzed using normative legal and comparative legal methods. Three key innovations were identified: the confiscation of victims’ documents was established as a separate aggravating circumstance, the maximum penalty was increased, and differentiated liability for serious consequences was introduced. The provisions of Law No. ZRU-1065 were compared with the standards of the Palermo Protocol and the Warsaw Convention (CETS No. 197), confirming their compliance with the principal international requirements. Remaining legal gaps concerning digital recruitment and victim identification were identified. Based on the findings, three specific proposals for improving the legislation were put forward.
