Annotatsiya

This article examines the historical and legal evolution of local executive authorities in the territory of present-day Karakalpakstan from the second half of the nineteenth to the early twentieth century. Drawing on archival documents and scholarly sources, the author analyzes tribal relations and administrative authority under the Khiva Khanate, the establishment of the Amudarya Department under the Russian Empire, and its fiscal, law enforcement, and administrative functions. The article also explores the transitional period following the February Revolution, focusing on the emergence of the institution of commissioners, collegial executive bodies, and elected representative institutions.
