The article analyses the mismatch between the powers vested by law in local Councils of People’s Deputies (Kengashes) and the institutional conditions required to exercise them. Conceptualising this phenomenon as “declarative authority”, the author puts forward four conceptual directions for improving the Kengashes: introducing a “Kengash Hour”; ensuring openness of sessions through citizen observers and online broadcasting; establishing advisory groups for the scientific and expert review of draft decisions; and clearly delimiting competences between the tiers of Kengashes.
