Specific Features of Organizing Prosecutorial Supervision over the Implementation of Land Legislation in the Agricultural Sector

This article examines theoretical and practical issues concerning the organization of prosecutorial supervision over compliance with land legislation in the agricultural sector. It distinguishes between the organization of prosecutorial supervision and its practical implementation and identifies five criteria for its effective organization. The distribution of land-related supervisory responsibilities among three separate structural units of the prosecution service, together with the absence of a dedicated sector-specific order, is identified as an institutional gap. The article also examines mechanisms for cooperation between prosecution authorities and state land supervision bodies, as well as the digitalization of interagency information exchange. The author proposes allocating supervisory responsibilities according to the legal issue to be addressed and the expected outcome rather than on the basis of terminology, introducing a model based on a lead unit and supporting units, and adopting a unified sector-specific order of the Prosecutor General.
