This article is devoted to formation of important competencies of executive staff of higher education institutions in the conditions of digital transformation of higher education. A smart-competency model is proposed for executive staff of higher education institutions, which includes four interconnected blocks: basic digital competencies; personal competencies; professional competencies and digital culture. Indicators of personal and professional competencies, as well as indicators of the main values of digital culture of executive staff in the system of higher education and professional development are given.
