In this article, the process of forming the government and the participation of the legislative body – the parliament - in it is analyzed. The formation of the government in the system of the form of state government is an important political process in the life of the state and society. In which, the participation of the parliament is carried out in three different ways: non-parliamentary, semi-parliamentary and parliamentary. The author compares the experience of foreign countries to find the most effective and democratic way to form a government. As a result of the analysis, the author comes to the conclusion that the model of government formation in the Republic of Uzbekistan has the properties of a mixed form of government. In conclusion, there are possible changes to strengthen the participation of the chambers of Parliament in the formation of the Cabinet of Ministers of the Republic of Uzbekistan. And also, possible options for improving the procedures for presenting and reviewing the Government's action program in Parliament. And the possible role of political parties in participating in the formation of the government.
