This article presents a theoretical and practical typology of public diplomacy based on the “Four Quadrants Paradigm.” The author classifies public diplomacy into four types: state-initiated and civil society-driven, proactive and reactive forms. The typology relies on factors such as actor type, strategic intent, tools of communication, and relationship dynamics. Using Uzbekistan as am case study, the article analyzes real-world examples corresponding to each quadrant, including cultural diplomacy, media outreach, and international engagement. Special emphasis is placed on the strategic importance of crisis public diplomacy and the role of digital media and networked public spheres.
