The Russian Empire operated in the Surkhan oasis not only from a military point of view, but also from an economic point of view. The Russian historian brought specialists to the country to solve the issue of development of new lands and water supply of cotton fields. D.N. Logofet is one of such specialists, in his works and series of articles published in periodical press, he provided information about the history, historical geography, toponomy, hydrography, irrigation system, ethnography, socio-economic life of the regions of Eastern Bukhara, especially the cities of the Surkhan oasis.
