The article provides a scientific solution to the problems associated with legislative norms and the practice of their application to create an effective system of early warning of offenses, improve the legal culture in society, educate citizens to respect the law and intolerance to any manifestations of offenses, coordinate preventive work, and introduce modern organizational and legal mechanisms for the prevention of offenses.
