This article provides a political and sociological analysis of the transformation of public administration concepts in the context of changing social structures and the nature of interactions between the state and society. It focuses on rethinking the role of the state not only as an institution of political power but also as a participant in a complex system of social relations shaped by globalization, digitalization, and changing forms of social stratification. Contemporary society is witnessing a erosion of traditional boundaries of sovereignty, as well as a transformation of the mechanisms for legitimizing power and forms of public participation. The article examines contemporary concepts of governance through the lens of political sociology, focusing on changing models of social coordination, the redistribution of power, and the transformation of institutions. Particular attention is paid to the influence of social factors – inequality, identity, trust, and social mobility – on the effectiveness of governance practices.
