This article scientifically analyzes the role and evolution of the gender phenomenon in international relations and world politics within the framework of feminist theory. The study highlights the process of gender issues moving from a traditional social problem to an important structural element of modern international political discourse. The article interprets the conceptual difference between the concepts of biological sex and gender on a scientific basis, and gender is not a product of biological determinism, but as a constructive category formed under the influence of social, cultural, historical and political processes. In this context, the theoretical views of scholars such as Margaret Mead, Simone de Beauvoir and Anne Oakley are analyzed as an important methodological basis for explaining the social construction of gender roles and the processes of reproduction of gender inequality through institutional and cultural factors. The results of the author's research show that the issue of gender equality is not only a social category related to human rights, but also one of the important political factors of democratic governance, social justice and sustainable development. Therefore, the integration of gender approaches into the system of international politics and public administration is considered one of the important conditions for ensuring inclusive development, social stability and political legitimacy in the modern global system.
