In order to improve the modern state civil service, a number of scientific and practical studies are being carried out. Various literature notes that “The state civil service is a multicomponent unit, it is a system of organizational and legal institutions (structures) and a complex of production and labor relations, a set of people trained to work in the state apparatus, and a separate system of social and legal relations”. This article describes a theoretical and sociological analysis of the state civil service. The stages of development of the state civil service are presented, in particular, the scientific theories of Western and Eastern sociologists. The reforms being implemented today in the state civil service in the Republic of Uzbekistan are also analyzed.
