The formation of the early state in the ancient Khorezm oasis was widely studied in the 20th century. Based on the study of written sources, the hypothesis of the existence of a “Greater Khorezm” state was put forward. In the 1980s, ideas refuting this hypothesis were put forward. This article analyzes this aspect of the issue based on the fact that two states emerged in the southern and northwestern parts of the Khorezm oasis. It is shown that different factors contributed to their formation, based on the fact that the state that emerged in southern Khorezm arose as a result of the migration of the southern population, while the state that emerged in the northwestern part arose as a result of the resettlement of the local pastoral population.
