This article examines the threat of mass riots to public order and safety, providing a theoretical analysis of their nature and seeking to reveal their essence. Based on the analysis conducted, it was determined that there is no unified approach to understanding the concept of “mass riots”, which may, to some extent, complicate law enforcement practice. Additionally, measures aimed at preventing mass riots were analyzed, along with the legislation of foreign countries, particularly their criminal codes.
