This article examines the conceptual aspects of developing the activities of deputies in local Kengashes (councils) of People's Deputies. It focuses on the goals set in the State Strategy "Uzbekistan - 2030", approved by the Decree of the President of the Republic of Uzbekistan No. UP-158 dated September 11, 2023. These goals include transforming local representative bodies of state power into a true "voice" of the people, reforming the activities of local executive authorities, and implementing regional governance based on the principle of "serving the interests of the population".
