Annotatsiya

The article examines the social policy in Karakalpakstan during the period 1961-1985 in the context of centralized governance and the growing ecological crisis caused primarily by the Aral Sea disaster and the agricultural monopoly on cotton. The author analyzes the dynamics of demographic processes, the state of the healthcare system, housing construction, education, water supply, as well as the level of consumption and the quality of life of the population. Particular attention was paid to the contradictions between the stated goals of socialist modernization and the real situation on the ground. Despite certain achievements in social infrastructure, the command-administrative system and the residual financing principle hindered the region's sustainable development. The work is based on a wide range of sources, including archival data, statistics, and scientific publications.
