This article presents an in-depth academic analysis of tutoring systems developed and implemented in foreign higher education institutions, including Edge Hill University (United Kingdom), the “PANA” program at Lisbon’s Instituto Superior Técnico (Portugal), and the “PLE – Project-Led Education” model at the University of Minho. The study explores the formation stages of each system, their methodological foundations, applied technologies, the nature of student–tutor interaction, and monitoring mechanisms. It also examines the pedagogical and psychological dimensions of tutoring, the tutor’s competence model, roles, qualification criteria, and training process. Based on these international experiences, conceptual approaches are proposed to support the design of effective tutoring systems, along with recommendations for implementing a personalized pedagogical support framework in Uzbekistan’s higher education system, grounded in the principle “one student – one tutor.” The findings contribute to a scholarly understanding of the tutor’s role in student personal development, academic adaptation, and the educational process.
