This article analyzes the official implementation of domestic violence laws in Uzbekistan and how they are being reinterpreted within the local socio-cultural context. Through an analysis of court decisions related to Article 126.1 of the Criminal Code and the influence of local values and traditional social institutions on punishment, the article reveals the contradiction between formal norms and informal cultural norms. Based on the concepts of "vulnerability" theory and legal translation, the study examines the state's actual capabilities in protecting human rights and the social structural factors that limit them. The article argues for the necessity of striking a balance between normative law and social reality.
