This article provides an in-depth analysis of the general conditions for preliminary investigation in criminal proceedings of foreign countries. It comparatively examines the provisions of Chapter 43 of the Criminal Procedure Code of the Republic of Uzbekistan with the experience of criminal procedural legislation in Germany, Russia, China, Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan, and Tajikistan. Key issues such as the powers of authorized officials conducting preliminary investigations, jurisdiction of criminal cases, investigation timelines, participation of lay witnesses (attesting witnesses) in procedural actions, ensuring investigation secrecy, and the activities of investigative groups are thoroughly reviewed. Based on the advanced practices of foreign countries, specific proposals are developed to further improve Uzbekistan's criminal procedural legislation.
