This article explores the legal and practical aspects of granting vehicle control to minors in the Republic of Uzbekistan. It highlights the increasing number of traffic accidents involving underage drivers and the absence of direct legal provisions regulating such cases, which leads to gaps in law enforcement and challenges in legal qualification. Through a comparative legal analysis of practices in Russia, Belarus, Germany, France, and Poland, the article justifies the introduction of direct administrative and criminal liability for transferring a vehicle to a person without a valid driver's license, particularly minors. The terms "permission", "transfer", and "provision" are critically examined to clarify their distinct legal implications for qualification purposes. The paper also outlines necessary improvements in the regulation of car rental services, including the mandatory licensing of car rental businesses, the requirement of written contracts, and minimum age and driving experience standards for renters. Finally, the article proposes amendments to Uzbekistan’s Administrative Liability Code and Criminal Code, introducing specific provisions that enhance legal certainty and strengthen preventive measures in the field of public and traffic safety.
