this article systematically analyzes the theoretical and conceptual foundations of human potential development in the region, its essence, structure, and modern scientific approaches. A comparative analysis of the concepts of "human potential," "human capital," and "labor resources" is carried out, revealing their differences and interconnections. The methodology of the Human Development Index (HDI) and the indicators for assessing human potential at the regional level are examined. In addition, the factors influencing the development of human potential in the region are grouped and classified, and modern approaches are comparatively analyzed. Based on the research results, scientific conclusions and practical recommendations aimed at the effective development of the region's human potential have been developed.
