This article reflects the development trends of the institution of criminal liability or exemption from punishment of minors, the system of punishments imposed on minors, the rules for sentencing, cases of exemption from liability and punishment from ancient times to the present day. This institution has its long period of development. The article reflects the issues of responsibility of minors starting from the Laws of Table XII and in Islamic law, the issues of the emergence of criminal liability and exemption from punishment in Sharia, the development of this institution in international law, and most importantly, the issues of criminal liability and exemption from punishment of minors in our country.
