This article examines innovation-led development in railway transport as a strategic priority under conditions of global technological transformation and intensifying competition. The sector’s economic, technological, organizational-management, socio-environmental, logistics, and infrastructure factors are studied systematically, and their influence levels are comparatively assessed. The findings identify economic and technological factors as the primary drivers, while socio-environmental and corporate-governance factors currently play supportive roles. To evaluate innovation activity, we propose a set of comprehensive criteria-sectoral relevance, practical applicability, impact measurement, alignment with strategic objectives, and life-cycle coverage-together with an indicator system featuring thresholds for normative, pre-crisis, and crisis states. Methodologically, the study integrates Z-score normalization, Fuzzy Logic under uncertainty, and an integral composite index; robustness is verified via sensitivity and scenario analyses. The results provide a practical foundation for policy recommendations on forming an innovation portfolio, advancing digitalization (IoT, Big Data, AI), implementing “green” transport solutions, optimizing logistics corridors, and prioritizing investments.
