The article addresses the political-strategic nature of the Transcaspian Military Railway (1880–1888): was this infrastructure, in the perception of contemporary foreign observers, a commercial or a military-strategic project? The relevance of the study lies in the absence of systematic source-critical research on this question in Uzbek historiography. The methodology is historicalcomparative and source analysis: verbatim quotations from the works of George Dobson (1890) and Lord George N. Curzon (1889) are compared with the testimonies of Norman, Curtis, Graham, Bonvalot, and Lansdell. The study establishes that, despite the tsarist administration’s official commercial justification, the railway’s origin, tied to Generals Skobelev and Annenkov, served exclusively military-strategic purposes, confirming the applicability of Daniel Headrick’s “tools of empire” theory and the “Great Game” concept to Turkestan studies.
