This article examines the issues of improving the institutional and legal mechanisms of state governance in ensuring cybersecurity under conditions of artificial intelligence (AI) and digital transformation. It reveals the place of the "cybersecurity" function within the theory of state governance and its administrative-legal nature, and analyzes the mechanisms through which AI-driven cyber threats affect the system of state governance. The article identifies institutional problems such as functional duplication of powers and insufficient coordination among competent authorities within the national system of state governance, and provides a comparative analysis of cybersecurity governance models in foreign states. Based on the findings, the study develops concrete proposals for improving institutional and legal mechanisms of state governance, including the establishment of a unified coordinating body, a clear distribution of powers, and the introduction of an adaptive regulatory model.
