This article analyses the formation and evolution of the water management system, its material and technical base, and its human resources in the Uzbek part of the Amu Darya basin during the twentieth century, and particularly in its second half. The research problem is that the implementation mechanism behind irrigation decisions and legal acts has not yet been studied as an integrated institutional system. Drawing on documents from the National Archive of Uzbekistan, the Central State Archive and the State Archive of Kashkadarya Region, together with contemporary periodicals and specialised literature, the author applies the principle of historicism as well as comparative-historical and systemic methods of analysis.
