The growing use of generative artificial intelligence in language education has changed the way many EFL learners approach language learning. As students increasingly interact with AI tools such as ChatGPT and similar systems, the ability to write effective prompts has become an important skill. However, prompt literacy is still a relatively new concept and there is currently no widely acceptedframework describing its development. To address this gap, this study presents a CEFR-inspired Prompt Literacy Framework (P1–P6), which outlines six levels of prompt literacy ranging from novice to expert users. The framework is based on five key dimensions: prompt clarity, contextualization, prompt refinement, critical evaluation, and ethical awareness. The study also considers how prompt literacy can  support IELTS writing, vocabulary learning, grammar practice, and self-directed learning. Although the framework is theoretical, it offers a useful starting point for understanding and assessing prompt literacy among EFL learners.
