This article examines a new methodology for assessing the effectiveness of state support for youth entrepreneurship — the Youth Entrepreneurship Support Adaptive Index (YSASI). The relevance of the study lies in the fact that existing evaluation practice mainly accounts for the volume of allocated resources without measuring the real economic outcome achieved through them. The purpose of the study is to develop the formula YSASI = α×RI+(1−α)×NI, integrating a Resource Efficiency Index (RI) and a Result Index (NI), and to embed it within the PDCA (Plan–Do–Check–Act) management cycle. Comparative analysis, index-based evaluation, and conditional modeling methods were used in the research. Modeling results for ten conditional entrepreneurial subjects show that implementing the adaptive mechanism can raise the YSASI value from 0.58 to 0.84 (a 44.8% increase). Employment generation is expected to grow by 40%, and business survival by 29.2%. Four evaluation categories were identified based on YSASI values, with differentiated policy measures justified for each. The findings are of practical relevance for government bodies, financial institutions, and the Youth Affairs Agency.
