The article analyzes the legal and institutional reforms adopted in Uzbekistan from 2017 to 2026 to develop football. These reforms encompass strategic measures aimed at modernizing the country's sports industry, attracting private investments, and strengthening professional management. Through decrees of the President and the Cabinet of Ministers, mechanisms were implemented to modernize football infrastructure, create a continuous selection system from grassroots to national teams, develop women’s and youth football, and privatize clubs based on market economy principles. Digitalization, coach licensing, support for local football leaders, and the creation of infrastructure compliant with international standards contributed to establishing a transparent, efficient, and globally competitive football system in Uzbekistan. These reforms also provided the legal basis for promoting grassroots football, developing a talented sports reserve, and ensuring the economic sustainability of the sector.
