In this article, we will discuss national discrimination by the Soviet government, as well as the policy of repressing the local population as a result of the land and water reforms. During the land and water reforms, the land of the owners was taken away, their land was distributed to the poor, and the surplus land was taken from other areas. A policy of distribution to the displaced population was carried out. It is possible to get information that residents of Sherabad region and Fergana valley, as well as kulaks and discharged soldiers were placed in the collective farms established on the confiscated lands after the land and water reforms, and it was found that disobedient people were repressed.
