This article considers the main stages and directions in the formation of the system for managing foreign economic relations in Russia in the 17th - early 19th centuries. The centralization of the public administration apparatus occurred in the specific historical conditions of the period under study, and in it the issue of managing foreign economic relations became an important component of the overall economic development of Russia. Consequently, a detailed consideration of this topic allows us to analyze the historical evolution of Russia's foreign economic policy.
