In the article, the scientific bases and practical aspects, opportunities, objects and sub-factors affecting the development of entrepreneurial activity at the stage of formation of civil society in the Republic of Uzbekistan are considered. The article is devoted to a very relevant topic, the process of forming entrepreneurial structures in various spheres of the country's social and economic life. Having considered the theoretical basis of entrepreneurship, the author drew attention to the process of creating entrepreneurial structures with the onset of democratic reforms in the country and deepening market relations. Efforts are made to show the role of reform processes in the development of entrepreneurship in the country. The author successfully linked the process of formation of entrepreneurial culture with the reform of the higher education system, including the creation of a new generation of higher education institutions, the opening of branches of leading universities of the world from the developed countries of Uzbekistan. The author of the article highlighted the shortcomings in the process of training modern competitive personnel, which is closely related to the formation of entrepreneurial enterprises among future specialists.
