The article examines the issues of identifying the most important factors and directions of the country's territorial development by ensuring the strength and independence of local budgets, organizational, legal, technical, economic and financial mechanisms for their implementation. There have been justified the improvement of legislative acts, systems of land tax and land rent as one of the main types of receipts to local budgets, procedures for dividing the land fund into categories, measures to achieve the sustainability of budget revenues by ensuring the sustainability of the legal, economic and technological state of land and its use. The conditions and features of international experience and experience of developed countries in managing the processes of distribution and redistribution of land through the land taxation system have been studied.
