В данной статье всесторонне анализируются актуальные вопросы правового регулирования деятельности негосударственных некоммерческих организаций (ННО). Прежде всего рассматриваются роль и значение ННО в формировании гражданского общества, содержание и сущность созданных для них правовых основ, а также практические проблемы, возникающие в процессе их реализации. В частности, исследуются порядок государственной регистрации ННО, определение их организационно-правовых форм, формирование финансовых источников и существующие трудности в механизмах контроля за их деятельностью. Кроме того, освещаются вопросы взаимодействия государственных органов и институтов гражданского общества, эффективность данного сотрудничества, а также имеющиеся препятствия. В статье также изучается передовой опыт зарубежных стран и определяются перспективы дальнейшего совершенствования национального законодательства в сфере регулирования деятельности ННО, в том числе либерализация правовых основ, создание благоприятных условий для организаций, обеспечение их активного участия в реализации социальных проектов. На основе анализа выдвигаются практические предложения и рекомендации, направленные на обеспечение более свободного, эффективного и устойчивого развития деятельности ННО в Узбекистане.
