The article examines the main stages in the formation and development of phraseological theory, as well as the diversity of approaches to defining the concept of a phraseological unit (PU). The author provides a detailed analysis of the concepts proposed by both domestic and foreign scholars, beginning with the works of Ch. Bally and V.V. Vinogradov, who laid the foundation of modern phraseological science and determined its key directions. Various criteria used by researchers to identify the features of phraseological units are highlighted: stability, reproducibility, semantic integrity, idiomaticity, figurativeness, expressiveness, and structural immobility. Particular attention is paid to the contradictions in the interpretation of these features and to the absence of a unified approach to distinguishing phraseological units from free word combinations. The article presents and analyzes the views of prominent linguists such as A.V. Kunin, N.M. Shansky, N.N. Amosova, I.V. Arnold, A.G. Nazaryan, and other scholars who made a significant contribution to the development of phraseology as an independent branch of linguistics. The author emphasizes that despite considerable achievements, phraseological theory remains a dynamically developing field that requires further clarification of definitions, systematization of criteria, and in-depth comparative analysis of phraseological systems across different languages, including Indo-European and Turkic ones, in order to reveal their universal and nationally specific features.
