The article analyzes the institutional development of the activities of justice bodies in Surkhandarya region in 2001-2016 based on a historical-legal approach. The study considers justice bodies not only as a regulatory control or law enforcement agency, but also as a socio-legal institution that connects local government, civil society, legal culture of the population, notary, civil registry office, entrepreneurship registration and preparation for interactive state services. The demographic growth of Surkhandarya region, its status as a border region, a high proportion of the rural population, migration, inheritance and family-legal relations have increased the need for justice services during this period.
