The article periodises the evolution of Uzbekistan’s legislation through changes in regulatory functions. It identifies four stages and the legal barriers between technical compliance and practical effectiveness. The study proposes sectoral risk profiles, verification of beneficial ownership data, clearer duties for virtual asset service providers, and structured feedback from financial intelligence.
