Annotatsiya

This article examines the legislative provisions of the Republic of Kazakhstan and foreign countries regulating the activities of the tourism industry and hotel business. The hotel business in the Republic of Kazakhstan, as a type of entrepreneurial activity, possesses all the necessary conditions for successful development. In the 2023 Address of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to the people of Kazakhstan, titled "The Economic Course of Fair Kazakhstan," the need for active utilization of the country's tourism potential was emphasized. In the President's 2024 Address, "A Just State. United Nation. Prosperous Society," special attention was given to systematic support for entrepreneurship. In this context, legal regulation of tourism and related infrastructure, investments in the development of tourism products, creation of new tourist facilities, and their promotion in domestic and foreign markets are considered priority areas of state policy. The Law of the Republic of Kazakhstan "On Tourism Activities in the Republic of Kazakhstan" serves as the legal foundation for the development of the hotel business. In our view, this law should include general requirements for hotels and the provision of hotel services as an integral part of the tourism industry. Since hotel services encompass a wide range of services for temporary accommodation and ensuring comfortable stays for guests, we consider it expedient to supplement Article 4 "Tourism Industry" of the Law of the Republic of Kazakhstan "On Tourism Activities in the Republic of Kazakhstan" with a new paragraph as follows: 8) hotel services. In our opinion, effective legal regulation of the tourism industry and hotel business will contribute to their dynamic development in the country.
